No, Divine Favor is the bonus in healing you get from casting a spell on an Ally. For example, with 10 in Divine Favor, you will heal for (3.2 hp x 10 DI rank) = 32 additional hitpoints. So you cast Reversal of Damage on a party member, that means, in addition to effect of Reversal of Damage, you also heal your target for (32 x 2 from smiters boon) for 64 health.
It does not double the numbers of your smiting spells, just the bonus from divine favor.
